Dawn M. Chicilo founded Chicilo & Associates, Inc. on July 6, 1990. Her stated mission was to “provide the best service possible to injured workers.” In 2001, the Company name changed to Chicilo & O’Hara, Inc., when Alissa O’Hara and Dawn became business partners. In January, 2006, Dawn Chicilo retired from Chicilo and O’Hara, Inc.

Chicilo & O’Hara, Inc. employs eleven people, six of whom are professionally licensed to provide statutory vocational rehabilitation services to injured workers within the Minnesota Workers’ Compensation system.

Our Staff


Alissa S. O’Hara began working for Chicilo & Associates in 1998. She became a partner in 2001 and subsequently the name changed to Chicilo & O’Hara, Inc. When Dawn Chicilo retired, Alissa became the sole owner of Chicilo & O’Hara, Inc.

Alissa graduated with a Master of Science in the area of Vocational Rehabilitation Counseling from St. Cloud State University in 1998. In 1997, she graduated Cum Laude with a Bachelor of Arts Degree in Psychology and a Bachelor of Science degree in Applied Psychology from St. Cloud State University. She was a member of Chi Sigma Iota, an international honor society of counseling professionals and professionals-in-training dedicated to excellence in scholarship, research, and clinical practice.

Alissa is a Certified Rehabilitation Counselor (CRCC) and a Licensed Qualified Rehabilitation Consultant (QRC) in Minnesota.

Alissa is a member of the Advising Committee for the St. Cloud State University Vocational Rehabilitation program. She is a member of the International Association of Rehabilitation Providers (IARP) and the Minnesota Association of Rehabilitation Providers (MARP).

Alissa was appointed by the Commissioner of Labor and Industry to the Rehabilitation Review Panel in March of 2006. She continues to serve as an advisor to the Commissioner, and conducts disciplinary hearings relating to service provider complaints.


Stefanie M. Igtanloc began working for Chicilo & O’Hara, Inc. in 2003 as a QRC. She graduated with a Master of Science in the area of Vocational Rehabilitation Counseling from St. Cloud State University in 2004. She was the secretary of Chi Sigma Iota, an international honor society of counseling professionals and professionals-in-training dedicated to excellence in scholarship, research, and clinical practice. In 2001, Stefanie obtained a Bachelor of Arts degree in Psychology from the University of Minnesota.

Stefanie is a Certified Rehabilitation Counselor (CRCC) and a Licensed Qualified Rehabilitation Consultant (QRC) in Minnesota.

Stefanie is a member of the International Association of Rehabilitation Providers (IARP) and the Minnesota Association of Rehabilitation Providers (MARP). In 2005, she was elected Program Chair of MARP.


Angie R. Hunter began working for Chicilo & O’Hara, Inc. in 2003 as a QRC. She graduated with a Master of Science in the area of Vocational Rehabilitation Counseling from St. Cloud State University in 2005. In 2002, Angie obtained a Bachelor of Arts degree in Psychology from the University of St. Thomas.

Angie is a Certified Rehabilitation Counselor (CRCC) and a Licensed Qualified Rehabilitation Consultant (QRC) in Minnesota.

Angie is a member of the International Association of Rehabilitation Providers (IARP) and the Minnesota Association of Rehabilitation Providers (MARP). She is also a member of the National Rehabilitation Association (NRA) and the Minnesota Rehabilitation Association (MRA).


Melissa A. Williams began working for Chicilo & O'Hara, Inc. in 2007 completing a Practicum in Placement. She then began a QRC Internship in March. She graduated with a Master of Science in the area of Vocational Rehabilitation Counseling from St. Cloud State University in December 2007. In 2005, Melissa obtained a Bachelor of Arts degree in Psychology from the College of Saint Benedict/Saint John's University.

Melissa is a Licensed Qualified Rehabilitation Consultant Intern (QRC Intern) in Minnesota.

Melissa is a member of the International Association of Rehabilitation Providers (IARP) and the Minnesota Association of Rehabilitation Providers.


Krysten M. Donnay began working for Chicilo & O'Hara, Inc. in 2007 completing a Internship in Placement. She then began a QRC Internship in January 2008. She will graduate with a Master of Science in the area of Vocational Rehabilitation Counseling from St. Cloud State University in May 2010. In 2007, Krysten obtained a Bachelor of Arts degree in Psychology from the University of Minnesota Duluth.

Krysten is a Licensed Qualified Rehabilitation Consultant Intern (QRC Intern) in Minnesota.


Amber R. Lynch began working for Chicilo & O'Hara, Inc. in 2008 as a QRC Intern and an Employment Counselor. She graduated with a Master of Science in Social Work from University of Wisconsin in 2002. In 2001, Amber obtained a Bachelor of Arts degree in Social Work from the University of Wisconsin.

Amber is a Licensed Graduate Social Worker(LSW) and Licensed Qualified Rehabilitation Consultant Intern (QRC Intern) in Minnesota.

Amber is a member of the International Association of Rehabilitation Providers (IARP) and the Minnesota Association of Rehabilitation Providers (MARP).
